Dr. Irvin Clark Associate Dean, FSU Panama City as host entity
Dr. Irvin Clark played a foundational role in the creation of the St. Andrew and St. Joseph Bays Estuary Program, helping guide its development from concept to implementation. Dr. Clark was asked by Dr. Randy Hanna and Bay County staff to help initiate the effort and bring partners together, identify Policy Board members, and shape the program’s structure while representing both a regional perspective as well as that of Florida State University Panama City.
For Dr. Clark, the health of our bays is central to what defines Bay and Gulf Counties. He emphasizes that every part of the system across the landscape, from bayous, bays, canals, and even ditches, is all connected and working together, and affecting one part of the system will affect the rest of the system. He recognizes the importance of protecting that balance in protecting the region’s environmental and economic future.
Dr. Clark has brought a strong management and leadership perspective to the Board, with a focus on building partnerships and guiding productive dialogue, particularly during complex or challenging decisions. One key memory for Dr. Clark is seeing the transition from concept to reality of the Estuary Program, including hiring the program’s first Executive Director and witnessing the early vision take shape. The program’s collaborative, integrated structure was intentionally designed to bring people together across jurisdictions and perspectives.
Looking ahead, he hopes to see continued growth in coastal research capacity, including the development of advanced facilities that support innovation and understanding of estuarine systems. Dr. Clark also values initiatives that engage the community, from stewardship efforts to visible projects like LittaTrap installations that help connect people to the water quality outcomes. He underscores the importance of education and the methods to reach visitors and helps foster a shared responsibility to protect local waters.
